Tibilo Quilan (Full name: Called-to-Arms-from-Given Major Tibilo Quilan IV Autumn 47th of Itirewein, griefling, Sheracht Order) was a male Chelgrian and husband of Worosei. The death of Worosei in action during the Caste War[1] motivated him to participate in a covert attempt to destroy the Culture's Masaq' Orbital.[2]

As children, Quilan and Mahrai Ziller attended the same infant school.[3] They were friends but not particularly close.[3]

Attack On Masaq' Orbital[]

Quilan was assigned a secret mission by his superiors to destroy the Masaq' Orbital. Publicly, he was sent to the Orbital in order to convince Ziller to return to Chel.

In order to assist him, the consciousness of Huyler was retrieved from the ship Winter Storm and implanted into Quilan's brain via a specially modified Soulkeeper. Although without a body, Huyler was able to sense everything Qulian was able to, although Huyler agreed to not monitor Quilan for one hour before sleep and one hour after waking in order to provide him with some semblance of privacy.[1]

Quilan was conveyed to Masaq' through a series of Culture spacecraft, starting with the ROU Nuisance Value. Three days later, he was transferred to the Superlifter Vulgarian. GSV Sanctioned Parts List, and finally the VFP Resistance Is Character-Forming.[1][4]

Upon his arrival on Masaq', he was greeted by an avatar of the Hub, E.H. Tersono, Kabe Ischloear, Estray Lassils, and Chomba. After the initial meeting, Quilan attended a party in his honor with about 70 people.

Quilan was assigned an apartment in Aquime City and for approximately the next 25 days, Quilan toured the Orbital. Ziller had made it publicly known that he would not meet with Quilan, as an emissary of the Chelgrians. Hub then arranged for tours of the many attractions on the Orbital, on many of which he was accompanied by Kabe. These included the cliffs of the Vilster Peninsula on Fzan Plate[2] and a spaceship factory beneath a Bulkhead Range.[5] While on the tour of the factory, Quilan asked Hub if he could visit the Hub's physical location, to which it immediately agreed.

One day before Ziller is due to perform Expiring Light, Quilan is granted the tour of the Hub along with a Hub avatar, E.H. Tersono, and Kabe. During that time, he successfully displaces the payload in his Soulkeeper into the Hub.[6]

On the day of the concert, Hub uses its effectors to speak directly to Quilan in his mind, slowing time down drastically. It told him that it knew about his plot, having been informed one day before his arrival, with Special Circumstances likely knowing much further in advance (in actuality, SC had known about the plot effectively since it started). It also told Quilan that it knew about the trauma that he's been through. It, too, has been in trauma ever since the Idiran-Culture War and sought the release of death, much like Quilan. It asked Quilan to commit suicide with it, to which Quilan accepted.[7]
