'Eccentrics' is a name given to those Minds of the Culture who stray somewhat from the social, philosophical and/or ethical norms followed by their peers. They are still, on the whole, respected and welcomed by their peers but their inclination towards behaviour that might be deemed aggressive, manipulative, conniving, or otherwise morally grey (at least by the standards of the Culture) can lead to mistrust from fellow Minds. These inclinations additionally often lead them to adopt more warlike roles within the Culture or fall in with shadier organisations like Contact, or even Special Circumstances.
It should be noted that while these Minds are considered 'a bit odd' they by no means fall into the same category as heavily censured Minds like 'Grey Area' aka 'Meatfucker'. They will bend rules or norms but only when the consequences of doing so are significantly outweighed by the consequences of remaining uninvolved.
